			<title>A Fast Track for Palestinian Merchants</title>

			<description>Until last year, Nassar Herbawi's arduous daily routine mirrored that of thousands of other Palestinians who do business in Israel. Herbawi, a mattress manufacturer, would rally his fleet of 15 trucks in Hebron and drive northwest for 10 miles to the Tarqumiya crossing, the busiest of the three freight transit points along the Green Line that divides Israel from the West Bank. On good days his trucks idled on a very long line waiting for guards to inspect their cargo of foam mattresses and sofa beds. Then the merchandise was loaded onto an Israeli truck for the final leg of the journey--a delivery at a department store in Tel Aviv.

On bad days, unexpected closures at the border caused such long delays that by the time Herbawi's cargo got through to the Israeli side, the business day had ended, forcing drivers to return to Hebron without making their deliveries. The Palestinian businessman, who employs 500 workers, says that between 2007 and 2010 his once-thriving company operated at just 20 percent capacity.

Then in August 2010, Herbawi, 51, had a stroke of good fortune. The Israeli government named him a &quot;known trader.&quot; The designation grants Herbawi Industrial &amp; Trading, along with 13 other high-volume Palestinian businesses, the privilege of bypassing some of the security hurdles that encumber their countrymen. When they approach the Tarqumiya crossing, Herbawi's trucks can often jump to the front of the line so they can be scanned by a $2.5 million X-ray machine. Herbawi is now allowed to store some of his merchandise in a special area at the crossing, which saves his drivers the trouble of having to make multiple trips to the factory. He credits the program with the survival of his business. &quot;This has given me a chance to work,&quot; he says.

“My staff can now use this interface as their database of record for customer support,” Collester said. “It allows them to maintain customer data on both platforms in real time, key in notes about conversations they have with merchants, and makes that information viewable by our financial institution partners. We can even use it to create our customized monthly reports for each institution.” 

“What started as a small project to allow ACI to interface with our sponsor financial institution partner turned out to be the entire operating system of our organization,” Collester added. “Sometimes it’s the piece you didn’t know you needed that turns out to be the biggest benefit.”

			<description>Merchants and their customers will save billions of dollars when new Federal Reserve regulations cutting debit card swipe fees roughly in half take effect this weekend, the National Retail Federation said today. 

“Retailers across the nation are developing a wide range of innovative ways to pass these savings along to their customers with lower prices and better value,” NRF Senior Vice President and General Counsel Mallory Duncan said. “Change won’t come overnight, but consumers will definitely benefit. Reducing these fees will put billions of dollars back into the Main Street economy, helping American families stretch their paychecks and ultimately preserving and creating local jobs to keep America on the road to recovery.” 

Under Fed regulations made final this summer, the “swipe” fees the nation’s largest banks charge merchants to process debit card purchases will be capped at no more than 21 cents per transaction – plus 0.05 percent of the purchase price and, in most cases, an additional 1 cent for fraud prevention – beginning on Saturday. That compares with 1-2 percent of the transaction – about 44 cents on the average retail purchase but several dollars on bigger-ticket items – under current fees. Debit card swipe fees currently total about $20 billion annually, and analysts have estimated the cap will save merchants and their customers about $7 billion. Small and mid-size financial institutions with less than $10 billion in assets are exempt.
